Real Social Security Reforms

If Congress really wants to fix Social Security, here are some proposals that would strengthen its finances:

  1. Social Security taxable wages are capped at $87,900. Congress could lift the cap so people who earn over that amount pay more into the system. If low-income workers pay Social Security taxes on every dime of their income, why shouldn't high-income workers?
  2. Wealthy retirees could voluntarily return part or all of their unneeded Social Security checks to the system. Or Congress could tax Social Security checks to wealthy retirees, as it did before Ronald Reagan weakened Social Security.
  3. Estate taxes on the wealthy could be earmarked for the Social Security Trust Fund.
