Can anyone direct me to a web site that would show democratic house attempts to either create new legislation or demand new guide lines for banks writing risky loans that were  stimied by Republican filibusters.

No. Republicans didn't need filibusters

Starting in January of 2005, they had Fat Boy Hastert's 'Majority of the Majority,' which basically stated that it didn't matter how many democrats supported a bill.  A bill would be voted on ONLY if a majority of the majority (which meant republicans) supported it.  They didn't want their 'Liebermans' watering down their legislation.

It meant that roughly half of the nation wasn't represented in the House because only the majority of the majority got to decide which bills were voted on.

They didn't need a filibuster to shut democrats out.
