The quick answer? Saudi Arabia is a Sunni-controlled nation, as are the Emirates (Dubai, Abu Dhabi, etc.), and the Sunni are the largest segment of Islam. Actually, the Shia are the more extreme, and minority, religious group, and are the ones who are fueling the "insurgency," which is in reality a civil war between Iraqis.

Saddam and his Syrian Communist-inspired group were secular Baathists, but leaned toward the more moderate Sunnis. Together, they kept the Shiites from forming a theocracy as has happened in Iran.
The bottom line is, that this religious "war" between the Islamic sects has been going on for centuies throughout the Middle East, and the US presence is only exacerbating the problem.
